It's true, my homeless friends and I have moved into your neighborhood and the other neighborhoods outside of the downtown area. This is because the New Haven Police Department started issuing tickets for trespassing to any homeless people sleeping on the New Haven Green and other public places in the center of downtown (Compliments of Lieutenant Mark O'Neill).
We have been told "unofficially" that if we can find a place to sleep where we can't be seen, we will be left alone. None of us wish to sleep in the downtown area where we can't be seen. It increases the chance of being mugged. That is why we have chosen to sleep in the neighborhoods primarily in Fair Haven and East Rock.

I still find it odd that Lieutenant Zannelli hasn't confronted Lieutenant O'Neill on the subject of dumping the homeless problem into his district.
